3:41 pm - October 31, 2008Proposed Decisions On Sunrise Powerlink

The California Public Utilities Commission released two proposed decisions today regarding the proposed Sunrise Powerlink Project that would run through parts of eastern San Diego County.
An administrative law judge released a proposed decision denying the Sunrise application, saying it’s not needed to meet state requirements and that it could result in significant costs to customers and environmental damage.
A second proposed decision by the Commissioner in the proceeding approves, with conditions, the “final environmentally superior southern route”.
This route avoids the Anza-Borrego Desert State Park and all tribal lands, according to the CPUC.
The CPUC’s first chance to vote on the proposed decisions will be December 4.

3:11 pm - October 31, 2008Inmate Swaps ID To Escape

UPDATE: A spokesman for the Sheriff’s Department says that the jail figured out the ruse after a couple of hours.  The announcement was delayed because they though they had a lead on Tran’s whereabouts.

The Sheriff’s Department is asking for the public’s help in tracking down a man who they say swapped identification wristbands with a similar looking inmate to get out of custody. They’re looking 50-year old Tuan Tran. He’s 5’5’’ and weighs about 140 pounds. Here’s how the Sheriff’s Department says he was able to walk away on October 9:

The initial investigation revealed Tran and another inmate conspired to facilitate the escape of the wrong inmate. The other inmate also has the last name of Tran and was scheduled to be bailed out of custody. Both inmates have similar descriptions. The inmates switched identification wristbands with each other. When bail was posted, Tuan Tran was released wearing the wristband of the other inmate who posted the bail. Tran is not considered a threat based on his criminal history. He was in custody for burglary and fraud and is still believed to be in the San Diego area.
